The short version

Foreign travelers need a Tibet Travel Permit only when entering the Tibet Autonomous Region (TAR).

Outside the TAR, Tibetan autonomous prefectures are completely open to independent foreign travelers. This means no Tibet Travel Permit, no mandatory tour, and no mandatory guide.

This is not a loophole. These areas are outside the TAR permit system. Normal China travel rules still apply, including a valid visa or visa-free entry, hotel registration, tickets, and ordinary local attraction rules.

The Tibetan cultural world extends far beyond the Tibet Autonomous Region. Historically, Tibetan areas are often discussed through regions such as U-Tsang, Kham, and Amdo.
